Kathleen Taylor
Infrastructure
On development, Taylor argues growth must be paired with responsible environmental planning, and has proposed public-private partnerships to convert underused paved lots into mixed-use space combining housing, retail, and dining as part of downtown revitalization. She also supports streamlining the city's permitting process to reduce delays for builders. As chair of the Reno Housing Authority, she cites that role in pushing for more affordable housing and better-coordinated senior services and recreation programs.
Economy
Taylor's budget approach favors keeping city spending aligned with actual revenue rather than relying on short-term patches; she has pointed to her opposition to a recent Waste Management franchise fee increase as an example of a quick fix that shifts costs onto residents. She has also criticized large developer incentive packages that, in her view, shift financial risk onto taxpayers rather than the businesses receiving the benefit.
Security
Taylor's public-safety priority is ensuring adequate police staffing across every part of the city, including under-resourced areas like the North Valleys, and she has called for strengthening partnerships between Reno police and neighboring law-enforcement agencies.
Governance
On labor costs, Taylor supports giving the city more room to manage union negotiations, including possible state legislative changes that would give local governments, in her words, "more flexibility in managing their budgets." She also says she wants more transparent city decision-making, with clearer opportunities for public input and easier public access to meeting materials.
